For Nigerian graduates interested in how governments make decisions, the Mundus MAPP scholarship offers a route into advanced public-policy study across two countries. A strong application needs more than an impressive academic record: you must choose a suitable study track, explain your policy interests and understand the funding and English-language conditions.
Application status checked: 23 September 2026. Applications for the 2027–2029 cohort are open. The scholarship deadline is 1 December 2026 at 23:59 CET—also 11:59 p.m. in Nigeria on that date. Submit early and check the official admissions calendar for changes.
Overview
Mundus MAPP is a two-year, full-time, in-person joint master’s programme in public policy. Nigerian applicants can compete for its Erasmus Mundus Joint Masters (EMJM) funding. You study through one of four university partnerships, spending each academic year at a different institution.
What does the Erasmus Mundus public policy scholarship cover?
The official funding page states that selected EMJM scholars receive a full tuition waiver and a contribution of €1,400 per month for up to 24 months, totalling a maximum of €33,600. Awards are limited and competitive; admission does not guarantee funding.
Do not interpret the monthly contribution as separate, unlimited reimbursements. The consortium lists study-visit and winter-school costs of approximately €600–€1,000 each, plus travel and visa expenses, as costs students must pay. Plan how to meet these expenses, including any payments needed before your stipend arrives. Health insurance is arranged by the consortium for enrolled students.
A separate institutional award offers a 50% tuition reduction without a stipend. Previous EMJM scholarship recipients cannot obtain another EMJM award, and overlapping EU scholarship funding is restricted. Read the conditions of the award you are actually offered.

How to choose your track
Write down the problem you want to study before choosing a destination. Are you investigating how international rules influence domestic policy, how institutions implement programmes, or how economic interests shape development decisions? Compare the current curriculum with that question. Explain the connection in your statement rather than simply listing prestigious universities.
Eligibility Requirements
The Mundus MAPP requirements apply to Nigerian candidates as well as other eligible international applicants. Check these points before preparing your documents:
- A bachelor’s degree involving at least three years of study at a recognised institution; the stated minimum is Upper Second/2:1 where applicable and a GPA equivalent to at least 3.17/4.0.
- Social-science or equivalent backgrounds are preferred. The current rules explicitly exclude applicants whose bachelor’s degree is in Natural Sciences or Engineering. Ask the consortium about ambiguous degree classifications before applying.
- Report your GPA on the required 4.0 scale using the programme’s guidance; do not assume a simple proportional conversion from a Nigerian 5.0 scale.
- If you already hold a master’s degree, the stated academic thresholds also apply to it. Scholarship priority goes to applicants without previous master’s-level study.
- Your chosen countries must satisfy the residence and physical-mobility rules. Proof of residence is required before enrolment.
- Relevant work experience is advantageous but is not compulsory. You must demonstrate a convincing interest in public policy.

English Tests: Applying Without a Test Does Not Always Mean Studying Without One
The initial application exemption
Nigerian citizens with a bachelor’s or master’s degree taught exclusively in English can qualify for the initial language-certificate exemption. Nationality alone is insufficient; check the admissions language rules against your educational history.
The Netherlands-based tracks have an additional condition
For ISS–IBEI and ISS–York, affected admitted applicants must subsequently provide an accepted English test for the Dutch visa process. The official update, reconfirmed on 8 September 2026 applies to the 2027–2029 cohort.
Unless a separate exemption applies, a Nigerian applicant relying on an English-taught Nigerian degree should plan for this test. Accepted options include IELTS Academic (7), TOEFL iBT (95), PTE Academic (76), and the listed Cambridge qualifications. Duolingo, IELTS Academic Online and TOEFL iBT Home Edition do not satisfy this Dutch requirement.
The notice requires an accepted result within six weeks of the official offer or study agreement. Confirm the precise starting date with the consortium when you receive your documents. Missing it can cost you the scholarship and study place. This particular Netherlands condition does not apply to CEU–IBEI or CEU–York. Check the official exceptions before booking.

Required Documents Checklist
Prepare the following using the official admissions checklist and the portal’s current instructions:
- Academic records: degree certificate and transcript, including relevant postgraduate records. Provide the required English versions/translations.
- Pending degree evidence: if you are in your final year, an interim transcript and official enrolment letter showing your expected graduation date if available. The programme’s FAQ says admitted applicants must graduate by August 2027; the calendar separately sets 31 July 2027 for official academic records, so clarify your individual document schedule with admissions.
- CV: include relevant study, work, service and publications, if any.
- Statement of purpose: maximum 500 words, covering motivation, research interests, relevant experience, career plans and the chosen track.
- Two referees: preferably include an academic. Supply their contact details; referees upload letters through emailed portal links within seven days of your application submission.
- English evidence: supply test results where required or follow the applicable exemption instructions.
Ask your university about transcript processing now. Check scans for missing pages, inconsistent names and unreadable stamps. Referees should monitor spam folders; emailed or posted references do not replace portal uploads. Accepted students must later provide official academic documents in the prescribed format.
Application Walkthrough
1. Confirm eligibility and select one track
Read the current rules alongside your transcript and policy interests. Mundus MAPP permits an application to only one mobility track. Keep a short note explaining why that track fits your objectives.
2. Enter through the official application page
Follow the portal link on the official Mundus MAPP application page. Central European University Private University administers applications centrally; applying separately to another partner is not the Mundus MAPP route. The CEU application fee is waived for Mundus MAPP unless you also apply to other CEU programmes.
3. Upload documents and request scholarship consideration
Complete the correct track form, upload your materials and indicate that you wish to be considered for funding. There is no separate EMJM scholarship application. Check that your statement, CV and form tell a consistent story.
4. Submit and monitor referee uploads
Submit before the scholarship deadline. Save your confirmation and inspect the Applicant Portal for outstanding items. Tell both referees when you submit so they can act on the automated upload invitations.
5. Follow the scholarship timetable
The 2027–2029 admissions calendar lists 14 April 2027 for first-round decisions including EMJM awards, and 31 July 2027 for official academic records. The later application deadlines—15 April and 1 July 2027—are for specified self-funded applicants, not extra scholarship rounds. Successful applicants should follow their individual offer and documentation instructions.
How to Connect a Nigerian Policy Problem to Your Application Statement
A convincing statement makes a specific connection between a problem, your experience, the training you need and a realistic next step. The following exercise is AfricanBase’s editorial guidance, not an official selection formula.
Start with a problem you can define precisely
Replace “I want to solve unemployment in Nigeria” with a question you could investigate: “Why do graduates of a particular state-funded skills programme struggle to enter paid work?” Identify the population, location and policy mechanism. A narrow question gives you room to show analytical thinking.
Other possible starting points include school attendance in a named local government area, medicine procurement in public primary-care facilities, flood-warning coordination or access to social-support payments. Choose a subject connected to your real experience and compatible with your academic eligibility.
Separate what you observed from what you can prove
Describe what you actually did: analysed records, supported a programme, conducted an undergraduate project or volunteered with a community organisation. Explain what that experience taught you and what remains uncertain. Use a credible, dated source if you introduce a statistic. Never invent beneficiaries, leadership roles or results.
Identify the policy skill you need
Move from the issue to the analytical gap. You might need to compare implementation arrangements, evaluate programme outcomes, understand stakeholder incentives or examine budget decisions. Check the current course descriptions before naming modules. Explain why your chosen track would help you investigate the problem.
Propose a credible contribution after graduation
State the kind of work you intend to pursue and one feasible contribution: an evaluation framework, a policy brief for a relevant agency or a research partnership. Avoid promising to transform an entire sector. Show how you would assess whether your work improved a decision or service.
A practical 500-word planning exercise
As a drafting aid, allocate roughly 80 words to the problem and motivation, 120 to your relevant experience, 130 to research interests and track fit, and 120 to career plans and contribution. That leaves around 50 words for transitions and editing. Adjust the balance to your story while staying within the official limit.
Illustrative planning example—not a claim about your experience: An applicant interested in youth employment could connect genuine work with a local training initiative to questions about employer participation and job placement. The statement would explain what the applicant personally observed, which evaluation skills they need, why a particular track fits and how they intend to use those skills. The applicant must supply their own evidence and wording.
Before submitting, underline every claim about your achievements. Can you support each one? Then underline every sentence about the university. Does it explain a specific learning need? Revise sentences that could fit almost any applicant or any scholarship.
